to the entrance of the port and the fact that, before

Mr. Yamagata gave me the information on which this

despatch is based, he asked the permission of the

Naval Staff. I happened to hear him call up that

office on the telephone in an adjoining room. The

authority obtained was apparently restricted, as I

have not been able to obtain a recent plan of the

harbour and proposed works, my own sketch being

copied from an old plan filled out with rough

pencil sketches by Mr. Yamagata,
